Brasil deverá assinar acordo com a França para construção de usinas nucleares

Brasil e França assinarão na próxima semana um acordo de cooperação científica e tecnológica na área de defesa, civil e energia nuclear. Na área de energia, o acordo prevê a construção de seis a oito usinas nucleares, em dez anos, previstas no Plano Nacional de Energia 2030, elaborado pela EPE, órgão veiculado ao Ministério de Minas e Energias.

Os presidentes Luiz Inácio Lula da Silva e o francês Nicolas Sarkozy se reunirão para a Cúpula entre a União Européia e o Brasil, que ocorrerá no Rio de Janeiro nos dias 22 e 23 de dezembro. Na agenda de cooperação dos dois países, está a aquisição de quatro submarinos convencionais e um de propulsão nuclear. Na área civil, está previsto acordos para desenvolvimento de satélites para atuação na Amazônia, em especial para detectar ações de desmatamento e controle do tráfego aéreo.

O setor nuclear é considerado o mais estratégico no programa. O plano prevê a nacionalização completa do ciclo desse combustível e a construção dos reatores. Na agenda de cooperação dos dois países estão negócios que envolvem a construção no Brasil, de seis a oito usinas nucleares, incluída Angra 3, com transferência de tecnologia. Ainda na agenda da cúpula, está previsto um concerto para celebrar o lançamento do Ano da França no Brasil, com a presença do presidente Lula.

O que pode acontecer de pior a um sistema financeiro? O risco sistêmico. Pior que isso só um risco sistêmico global. É o que ele acha que pode acontecer agora. O que de pior pode acontecer à economia real? Uma depressão. Pois esta palavra está na análise dele.

O pior de Roubini é que quando ele previu a recessão, a crise financeira e a quebra de instituições até como a gigante Fannie Mae e Freddy Mac ele foi ridicularizado pelos economistas do mundo inteiro. Riram dele. Isso foi em 2006. Em 2007, ninguém mais achava muita graça, mas a frase mais comum sobre que ouvi de alguns bons economistas brasileiros é: até relógio está certo duas vezes por dia. O pior de Roubini é que ele tem estado certo o tempo todo. E agora dobra a aposta. "O mundo está em um severo risco de um derretimento financeira global sistêmico e uma severa depressão global".

Ele acha que por isso é necessário uma ação urgente global. Como o G-7 está reunido neste fim de semana, quem sabe eles são tomados pelo sentido de urgência.
Quando ele fala global, ele está falando principalmente de "Estados Unidos e economias desenvolvidas". Ufa! nunca gostei tanto de não estar na lista dos países mais ricos. O problema é que os Estados Unidos, Europa, Japão, Canadá, Austrália, Nova Zelândia representam, ele lembrou, 55% do PIB mundial e por isso afetarão todos os outros países se entrarem todos em recessão.
-Por isso, mesmo países com bom desempenho como os Brics - Brasil, Russia, India e China, estão sob ameaça de um "hard landing" ( uma queda forte e rápida do nível de atividade).
A tese dele desde o começo é que existia um sistema bancário na sombra. São os fundos, bancos de investimento, brokers dealers, não bancos emissores de hipotecas, firmas de private equities, tudo aquilo que estava fora do radar das autoridades. Ele disse que agora está se vendo um desmonte desse sistema das sombras e isso é que está por trás da queda livre das ações e da paralisação do sistema bancário com as taxas de riscos subindo muito e os negócios parando.

Previsões pessimistas têm uma vantagem: alertam as autoridades para o tamanho do risco e por isso ajudam a prevenir o pior. Essa é a grande vantagem de Roubini, que tem sido o mais pessimista dos economistas do mundo e tem acertado com uma precisão de relógio, infelizmente. Em parte porque quem deveria levá-lo a sério ainda não levou. Acham que ele é um exagerado”.

Na noite da terça-feira de Carnaval o Rio de Janeiro tinha só um endereço: Lapa. Quem esteve lá pode comprovar, o lugar estava inacreditavelmente fervendo. Era uma mistura de tudo que um bom carnaval merece ter, e que agente imagina que tenha. Muito samba, mistura de gente, ritmos e diversão. Ao chegar por volta de 1 h, Já de cara, o samba bem ao lado dos arcos derretia os ouvidos, e por ali, circulavam os mais hipes da cidade. Era uma mistura de gente muito descolada, boêmios natos, gringos bem vestidos, malandros da área, travestis, artistas entre outros tipos, que nem eu sei como definir. Naquele momento, a chuva já havia parado, e o clima estava até mais quente; era perceptívela sensação em todos de que naquela hora era o puro carnaval carioca que envolvia - Lugar mais sensual impossível! Na praça, bem em frente aos arcos, rolava o show patrocinado pela Skol, ali pude escutar pela primeira vez o electronic funk , e comprovei que de fato tratava-se da nossa genuína música eletrônica. A reação de quem ouvia, não tem comentários! Eu já ouvi falar, e já vi em filmes sobre o carnaval na Lapa, mas não esperava que fosse vivênciar, o que já achava que nem existia mais.

In the square, right in front of the arches, it took place a show sponsored by a brand of beverages, there I heard for the first time the electronic funk, and could comprove that in fact it was our genuine electronic music. The reaction of those who heard, without comments, perfect! I have heard and seen in films about the carnival in Lapa, but I do not expected to live that, what I had thought that neither existed more.
