Secretary of Legislative Affairs of the Ministry of Justice, Pedro Vieira Abramovay also defended the affirmative policies for admission in Brazilian universities. He said the state must give equal protection to all Brazilians, but according noted, in some circumstances this requires different treatment to people.
To Abramovay the affirmative actions aimed at social equality are not unconstitutional, as some theorists claim that discuss the issue and argue that they are discriminatory in relation to different parts of the population. A vestibular system that places the university 80% of whites does not deal with equality. In 2008, according to the Brazilian Institute of Geography and Statistics (IBGE), 3.9% of the population of black and brown over 25 had completed higher education. Among whites, the percentage is three times higher: 12.6%.
